As an anarchist (and most people who say that are anarchists), I do agree to an extent that the neighborhood watch idea is a tad idealistic. But there are definitely much better ways to go about maintaining peace than the current police institution
I think a neighborhood watch is a great idea. They can all meet up in the same place to talk. They should probably have a uniform so people can know its them. Maybe a badge of some kind? We should also give them something to protect themselves, like a baton or a pistol.
