In Europe you have proportional representation though, which makes it easy to form and sustain such narrow interest parties. When you have a majoritarian system, ethnic parties are uncommon unless there is a large, definable region or something associated with that culture (like French Quebecers or, if you are to be very generous and consider the Scottish an actual culture, the Scottish National Party). A colonial and immigrant state like America also has inherently different issues with minorities as well. Like in Europe, the ethnic minority parties are all largely formed by long standing ethnic minorities who have an ancient presence in the area. So, the Danish South Schleswig Voters' Association in Germany, the Swedish People's Party in Finland, or the Democratic Alliance of Hungarians in Romania (don't know a lot about them but they sound like the definition of seethe). You don't generally have any parties representing groups of recent immigrants, there's no Latin American party in Spain, or Arab party in Sweden, even though theoretically if all those immigrants of that background voted for it that might pass the threshold. Minorities that are the result of recent immigration generally want to present themselves as integrating into the general culture, forming separate parties would be destructive to this goal.

In America, you had the white settlers and black slaves for about a century, eventually the frontier ran out but immigrants kept coming in. Like 30 years after the frontier closed we pretty much entirely shut down immigration, because it was never actually intended as anything but to help in the settler project.

The black slaves though became assimilated to southern culture, what I think really set them on course for developing their own culture was segregation. Blacks dissasimilated and began developing their own accent, based on the southern accent but diverging from it. The white southern accent on the other hand has mostly converged with the standard accent. Around 1960 we changed our mind and decided to reverse segregation. So this left us with the awkward situation where there are a group of people who have a slightly different culture that's clearly different, but still part of our culture and in fact we feel a moral responsibility to consider themselves as such given the mistake of segregation. It makes it really awkward when talking about how black and white culture is the same and different.

Anyway, the recent immigrants want to be considered an assimilated part of the general culture, the whites are the general culture, the native Americans are all dead, and as for blacks, it's really awkward, really really awkward, they both are part of the general culture and separate. What makes it even more confusing is that African immigrants have a tendency to assimilate to the black version of American culture rather than the "general" version of it. While nearly everyone else assimilates to the "general" American culture.
