There was a mistake. He was permabanned a long time ago, and recently, while banning a bunch of brigaders, someone changed his ban to 999 days. It has now been corrected and restored to the original length.
So there's a trick with temp bans. If you perma ban someone, they're likely to come back with an alt. If you temp ban them for say a couple weeks or months, they're less likely to make an alt to evade the ban.
I can't imagine you can run a subreddit dedicated to drama while still having integrity. Let's see where those losers are in 3 years, and where you will be
