I'd just say "moderates". Because there's nothing neo about them, since they're the traditional base of the party. And also because "neoliberal" is an economic position, and it's one that both some Democrats and some Republicans have.

The citizens of Portland should be siezing the property and usurping the power of the current Portland government, and instituting their own, establishing order by force if necessary. Portland's government is failing its obligation as a government at the most fundamental level by not maintaining its monopoly on violence. The people are not just right, but obliged to establish a new government that will fulfill its obligations.
It seems clear that Wolf has served longer than his legal limit. Extrapolating previous Supreme Court case, every action he has done since his term legally ended is "void."
