I'm really surprised this hasn't already happened. We're about a decade overdue for an attack like this, given how shit IT security can be within municipal organizations.

It's supposed to be the NSA's fucking job but they're too busy hoarding backdoors and peeking at everyone's search history to do it. 20 years of uninterrupted information hegemony has spoiled them into thinking they can completely neglect defense.
