It all begins with an instagram story of a person named Sai in allegedly hostage-like situation that was posted on Twitter

This blew up to a classic We Did It Reddit style investigation, meaning everyone's doing the brave work of retweeting and calling the cops - the person who posted the initial video has a feed full of nothing but Sai related tweets.
