Israel typically retaliates by targeting the artillery batteries and those in charge of the artillery batteries with precise, GPS-guided missiles. The problem is that Hamas places its batteries in densely populated neighborhoods next to schools, mosques, hospitals etc. The batteries have to be eliminated so Israel gives an hour warning before they fire at the batteries and any known residences filled with Hamas military leadership.

Look at the recent video of Gaza's "tallest apartment building" being taken down by an Israeli missile. How did the person recording know to film that location at that time? Because Israel gave the warning earlier. And why did they know to film that exact building? Because the person filming knew Hamas military leadership were in that building.
