I agree with everything you say except the last part. In general most governments including our own are fairly inept. Even china had problems with the initial out break. The head of the the WHO is not even a doctor, he does have a doctorate in philosophy. So from this we can deduce that this person should never have been appointed and likely si a poor leader as are the people that appointed him.
In canada the same thing happens. We have ministers of health that have no business being there. For comparison sake, here in Alberta the head of Alberta Health Services was a Mr. Jitender Prasad, an MD. He happened to take a class in that touched on pandemics, and when he saw the news he took action. He happened to overhaul ventilators and he ordered more supplies. That is the type of leadership we need.
