Society is different, too. We've a lot of people whose standard of living is superior to 1860's upper class standards. They won't revolt.

And the same criticism is and can be levelled at modern capitalism.
We used to have a system, in the USA, to counter & prevent exploitation by bureaucrats.
It was dismantled.

Exactly, and that is why the standard 20th century communist nationalization scheme is just "state capitalism," where the gov is the employer but the labor value still gets taken from the worker. The inherent inequality of the relationship isn't addressed in the way Marx intended
