As cheesy and goofy as the first It (1990) tv miniseries was, I think its portrayal of Pennywise was more appropriate.
Tim Curry's Pennywise was evil and menacing, but could also look and behave like a typical party clown, thus helping to ensnare gullable children like the girl in the clothesline or Georgie. He could be interpreted either way, depending on the beholder.
Meanwhile, Bill Skarsgard's portrayal was just overtly scary. No child would go near him. He's just a one-dimensional terrifying monster.

Yeah the friendly clown is a better lure. I think the updated IT uses a bit more magic or hypnotism to get tasty kids
