Who was "civilized" c, the1890s. I've got an atlas from 1941 where apparently the Americans divided them into "civilized", "semi-civilized", and uncivilized.

@Nightcrawler why is so much of the Philippines yellow? I can understand Mindanano and sorta Paragua, though not to that extent, but shouldn't Luzon be fully red?

I'm not even sure where @Redactor0 pulled this from. :marseythinkorino: Nueva Vizcaya and the northern portions of the island are mountainous and thus were less developed for a long time. I'm surprised it labels Benguet in the yellow though since Baguio which is located there has always been the "summer capital" to get away from the tropical heat.
