By the time the 6th army surrendered they had been living on 500 calories a day of rotten grain and frozen horse meat for months because of the encirclement. I don't think the Soviet had the food and means to keep the survivors alive... but I don't think they would have even if they could.

While my gut instinct is to say the Slavs are more savage, in this case the Germans probably were worse. They were executing POWs literally right after the first combat of the war (a bunch of Polish mailmen were taken out back and shot after they resisted German takeover of the post office).

Solzhenitsyn suggests in The Gulag Archipelago Vol 2 that the Soviets in East Prussia might have been as bad as the Germans in Russia.

I tend to tend to believe him because he says it in a self-incriminating way. Which would indicate that the Germans really were that bad.

I never got roped into the Holocaust or anything, but I've had jobs where you've got to screw somebody over. They didn't tell you when you signed on, they dump that on you much later. And you just kind of go along with it because what else are you going to do? Stage a mutiny? How old are you?

So at the risk of ruining everyone's parade with a nonanswer: I think the krauts probably had variable levels of culpability. There were guys like Heydrich and Hitler who were 100% guilty. There were guys mostly guilty, and so on.

I think think the worst ones mostly killed themselves to avoid punishment.
