Napoleon did more to export the ideals of the revolution than anyone, by the end of the Napoleonic war most european great powers had adopted revolutionary government institutions to beat the french

Napoleon exported the idea of a People's Army because he was the only dude that could brag about expending 30,000 soldiers every month because he's the only one with an army of that size.
This forced the other monarchs to capitulate and arm their citizenry too.
It's biggest effect was enabling as many people that died in WW1 just because there were that many people to kill. And they were still subjects to Kings, Kaisers, and Autocrats.
