Seems like it was militia guys who are trying to protect foreigners from going into bad areas. Or maybe they are cartel and it's their job to make sure people don't go deeper into their territory, and they're kind of like the first line of defense to figure out if they need to be fricked with? Doubt that though because cartel would see this as an opportunity I'd imagine. They weren't trying to threaten them, they were letting them know to turn around because they were going deep into cartel territory
