Was the Hawaii nuclear scare thing a planned test after all?

Just wondering if anyone else has thought about this or if there is information I have not seen. It seems to me like it would be VERY valuable for defence to measure the reactions of people to “actual” news that nuclear was was on its way. Any info or good sources on this even, fill me in
