She is close but the biggest at fault here is actually Israel
The UK did issue the Balfour Declaration, which was the first and most important document when it came to European stances on this issue. By saying that they intended to take territory from the Ottoman Empire upon victory in WW1 and give it to the Jews, they did endorse the creation of this state. Fun fact, the main reason why they did this in the first place was that higher ups in the British government were convinced that continental Jews had already signed an agreement with the Central Powers to make Israel, and these Jews were consequently manipulating a world-wide organization to cause the British/French/Russia to lose the war. They figured that by openly issuing the Balfour Declaration, this would convince the international Jewish cabal to switch sides in the war.
This is the ramblings of naive understandings of the complexities of the world around us. Listening to this is like listening to a girl with a young daughter in a pigpen apartment with donettes on the nightstand giving me fitness advice after owning a treadmill for a day.
