All of it has one simple result: you balance the ticket for the man who will eventually dominate in every swing state.

Proposed the perfect legislation? Great. Who benefits? If you're lucky, the senile President, who had nothing to do with the way the bill was drafted, who signs it into law. He gets to reap that tasty political capital come election season. He gets the benefits of the sweet budget surplus that came from the way you shepherded it through the appropriations committee.
