The movie correctly portrays him as a charismatic idiot, a based r-slur if you will, who was clueless about the potential after effects of funding religious fundamentalist guerrillas.
His politics were pretty much peak neolib (in the modern day reddit sense), which is why the movie portrays him so favorably despite his frickery leading to mass death and destruction.
