People circlejerk Shakespeare a little too much, but the idea that anybody could bang that out is laughable. When he says average people couldn't tell the difference, he's banking on the fact that average people are r-slurs. They would just see complex language and go "woowww!"
This reminds me of some smug cute twink who made a test to see if people could tell random passages of Peepeeens from the guy who wrote the "dark and stormy night" opening. I got 8/10 despite having only read two Peepeeens novels, one as a child. In addition to Peepeeens having a recognizable style even with all context, character, and plot stripped away (ie. the stuff that actually makes him good), the other author wasn't particularly bad either--just purple. People pretend ornate prose is bad because they're too r-slurred to follow an interesting sentence (hot take !bookworms).
Of course, even if you could create "more Shakespeare" it wouldn't be as impressive, because you would already have the exact formula for what you are trying to create, from major plot elements to subtle jokes and symbols. You can even reference cuckold horns or coxcombs or whatever because you have been taught a bunch of 1600 era references. A better question is whether you can create something in the language of today that anyone will think is worth reading in 400 years, and I guarantee that this cute twink cannot.
Is literature declining? It seems likely. Just 100-200 years ago, the average literate person was a serious reader. That's not so today. The complexity of typical books has also clearly decreased, even setting aside trends in style or the obscurity of old-timey references. The efforts of our most talented creators are also split in more directions due to the development of new media.

It's way, way easier to understand if you see it portrayed by actors. Plays are hard to read from a book. If you come across a Shakespeare monologue or scene that's hard to follow just Google Laurence Olivier or Kenneth Branagh doing it.

Hamlet is one of my favorite stories but the ending sucks. Not the death scene, but Fortinbras coming in and yapping on. He did deliver the line "Rosencrantz and Guildenstern are dead" which is important so that we get Tom Stoppard's work, but they could have delivered that line before Hamlet's duel.
