Why the frick are prisons so easy to break out of? Why don't the cops shoot the Joker? At this point they should have a story where a group of cops randomly murder the Joker, and he's back the next day. We never get an explanation for this; he just can't really be killed.

I think the idea is that corruption is so rampant in Gotham city that they can easily get out of prisons.

version of Batman where some lefty prosecutors just keep letting off villains with no charges
