The House of Lords has to approve pretty much all legislation that the Commons passes. It's a mix of different kinds of peers, but due to tradition the entire membership system is stupid. There were previous efforts to reduce the non-appointed seats, but in practice this has meant the government stacking the chamber with political allies.
Labour are now in power and want to stack the house in their favour. Therefore you're getting "oh aren't hereditary peers unfair, we should totally appoint people instead" as a narrative to justify packing the chamber with party stooges.
