Did you even read the bloomberg article you posted? A million left but only thousands return? Yet in Georgia over 2/3 of ziggers who entered at the start of the war still remain in the country, even in south korea the number of ziggers asking for refugee status increased 5x from the previous year. In last 15 years Russia stopped fall of Assad, didn't listen to west warnings about Ukraine, openly fighting in Africa against western interests and survived the sanctions, Iran openly launched missiles at Israel and Israel was forced to eat this. NK developed its nukes and now is sanctions immune, Iran probably also has its own nuke. China today is much stronger than 15 years ago and U.S. has no power to force them to stop giving stuff to Russia. India also doesn't listen to sanctions. US has not even power to stop sandal cells in Red Sea.
