I don't know much about Chinese GPUs in 2022 they released a commercial one with 12 teraflops. China is one generation behind west, that's around 2 years. Russian did conscription of Donetsk and Luhansk people before the conflict started, its brutal but very rational similar how they used prisoners to win some time for reorganisation and owning Ukrainian spring counteroffensive.
