Yes. Previous record was 14 every time a Dragon does a rotation flight (since 2021 there are always 7 on the ISS and 3 on Tiangong, so the rotation launch brings up the total to 14 if a Dragon launches or 13 if a Soyuz or Shenzhou launches). Before the 2020s the record was 13, a rotation Soyuz flight to the Mir-Space station coinciding with a Shuttle mission with 7 on board.
Of course the "19 people in space" was achieved in 2021 due to a New Shepard launch (there were 3 on Tiangong, 10 on the ISS and 6 on board of New Shepard for a brief moment), but that's suborbital (like a minute being above the Karman Line). Hence I think 19 people on "orbit" is way cooler.
