I'm not this guy, but photographing neon against a dark background is very difficult. What I do is I typically make 2 exposures, one for the neon sign, and another for the environment, and then combine them. To get them both in the same image would be difficult, more so for digital, which is what this is. Longer exposures with film can do it as well, but that's a whole other neurodivergent lecture. Attached is using the technique described . You can still see that some of the white is yet still over exposed. It's a tricky condition to shoot in but when done well, looks quite nice. I mean, you're basically photographing a lightbulb.
You're getting that as a combination of a dirty lens, and possible moisture between the lens element and the sensor. Your phone also has a much smaller sensor that is less able to sense light in darker conditions, which means it needs to push itself harder, which in turn, creates noise. The haze is definitely not the conditions you're shooting in though, tho, carry a chamois and wipe it before taking a shot, even if you think it's clean.

Not only the main subject is a white car, it's also lit by a bright neon, there's a bright storefront next to it and judging by all the light reflections in the side panels, streetlights from other side of the street help a little too.
You, OTOH, are taking picture of a darker neon in a room that's only lit by that neon, with bunch of light from it getting blocked by the wall, only the "doorway" letting light in.
I used to shoot multiple exposures but the Canon R5 has such good dynamic range, and current Lightroom has such great processing, that I don't find it necessary.
R5 is decent for that, yeah, but neon is a fringe case. I have to use this technique even with the fuji gfx for something like that. Especially because it's so easy to blow out color with neon/digital. I wish Leica sensors were as good as leica lenses lol
