It really depends on the car; had a friend who had a chevy and she had to take it in for everything because they had to drop the bumper.. to change a headlight.
I usually just google the year/make/model and issue to see if there are guides on youtube. Most Euro and Japanese cars can be worked on for basic maintenance/small fixes pretty easily.

I'd probably bite the bullet and just take it in to if I've gotta take the wheel off; you'd probably spend about half as much money getting the part and jack but if you're not super confident it can be worth just paying to get it over with.
If you don't have a good mechanic you've known forever you could potentially call around and ask estimates for it as well.

Every car nowadays requires removing the bumper to change headlights, and people about it.
It's not that hard. Remove a couple screws, pop a couple retainers, bumper comes right off. I could get the bumper off my Fusion in three minutes flat.
