Recall the decisive battle of Mosul against ISIS. It's incredibly difficult to dislodge enemy combatants when they are irregulars deliberately hiding in civilian infrastructure.
Hamas and ISIS use these tactics because they know how destructive it is and how bad the optics are. People really didn't care about Mosul though lol that's like the 10th time in history that city has been razed to the ground anyway. It was overdue.
