Yes, it would definitely need to be done gradually.
It shouldn't be too terribly difficult. Citizens have their state ID. Legal migrant workers get their own kind of ID. They were doing this in the 1940s so it can't be that hard. Implementing it would cost a pittance compared to the amount they're screwing the taxpayers for.

You don't need the companies to report a fricking thing. Just go to the meat-packing plants, the construction sites, the restaurants, the farms. They all employ a lot of illegals. Knock over a hundred over them and imprison the employer and the rest will stop in a heartbeat.
