All taxes are controversial if you view the state as a glorified Mafia organization. Even if you view the state as a purely benevolent and truly representative institution some taxes can look like an overreach if you are not comfortable with the violence of the state being wielded without restraint. There can also be utilitarian reasons to not like certain taxes.

It's not the tax in itself that's controversial, it's that they singled out farmers for such a large tax hike at a time when the industry is struggling. The last government fricked them over by cutting subsidies and apparently Starmer also gives zero fricks
