The fact that he wants to cut the DOD budget for the sake of doing it is wingcuckery at its best.

A professional would try to define if the DOD is interpreting intelligence properly to define its acquisition goals and choosing the best-value solutions from alternatives.

That is to say: the DOD has multiple inputs where it identifies its own weaknesses, and comes up with solutions. They can change how they do things, how they organize themselves, or find the need to invent a new weapon.

A wingcuck comes along and just tries to slash the budget without respect to goals or objectives as why why the DOD does what it does. A pro would decide if the goals are correct and the methods are correct.

Wrong, and You give them less money to force them totally into figuring out how to optimize with the smaller budget constraint; otherwise, theyll write a billion reports as to why they cant have their budget cut at literally all (or by like only 1%)

That's just starving the beast. They'd just simply have to cut programs that they got told to do. The DOTMLPF-P concept is good at cutting down on acquisition as an example, but you'd still just have to do less with less.

And if cost is your defining factor over scope then that's just where an administration sets the priority.

Doesn't this come as a response to them not accounting for their budget a couple of days ago, though? Sure, to cut just to cut isn't a good thing, but they lose billions of dollars all the time as a whoopsie and nothing happens except 9/11.

Knowing there's room to cut the Pentagon's budget is like accountancy on easy mode. It just takes a closer examination to know where those cuts take place.
