There's no passing lane and it looked like maybe a cop near the back. Presumably because it's a bunch of switchbacks and they generally don't want people passing into oncoming traffic on switchbacks.
The cyclist should ride towards the right portion of the lane to make it easy to pass, though. That's what I do, people can pass me, nobody gets upset.

Partial lane change overtakes are dangerous and don't follow the rules of the road. If you need too release traffic without a passing lane, you need too pull off.
