I think an important distinction youre missing is that s*x may not always be involved but it sounds like s*x is always an option, which is different than a "platonic cuddle buddy" because any escalation is already denied.
Personally i like cuddling but i wouldnt wanna do it with someone that is adamantly against ever doing something more intimate than that with me
