The thing is the people of Lebanon overwhelmingly hate Hezbollah. They're basically only supported by the Shia Muslims which only make up about a 1/3 of the country. But the people of Lebanon desperately don't want another civil war so.... They just let them be.

Hezbollah is not at all popular. Only among Shia Muslims and even then they've been slipping the past few years what with their getting Lebanon involved in syria and all. Another civil war would destroy whatever's left of the country though.
