Any time a crime happens, if race or country of origin is mentioned, it's enough for a significant portion of the population to see it as proof against people who came to the country and aren't like them. If I remember correctly, Borrell said that the EU cannot label any organization as a terrorist organisation until there is a sentence from a judge saying so, which looks like the sensible thing to do to meand probably the correct one from a legal perspective, specially if there were additional sanctions against Iran laid out at the time.
