The idea as always is good, that countries would trade criminals around but countries are trading regular criminals even without that organisation. It's only the political criminals are the problem and many criminals know it so when they cross another country they start saying that they are wanted for their political views

Yeah lol ive seen quite a few videos of migrants trying to cross the border into america saying that theyre fleeing their countries for fear of political persecution, indians and africans all coming to america saying the same stuff
Just remembered a case, there was an ultra mayo from Russia, he learned Chechen language and how to larp as gay to ask asylum in west Europe. Gave an interview and they rejected him they told him they understand that Kadirov is crazy but he should move to Moscow, it's a very safe city for gays and more safely than west European cities

The only ones that would are like maybe some other arab countries. I doubt even saudi arabia would arrest him though, since doing so will immediately put you near the top of the US's shit list, and vassal states like the UK simply don't want that kind of heat.
