Ok, I'll try with an allegory there is a village 40 people and 1 bear lives there. One day the bear mauls one person. Years pass one day the bear attacks again and brutally mauls another person, he loses one of his legs. As a person of the village, who is the neighbour of the bear, what is the best action you can do for self-presevation? Just hoping that the bear won't target you specifically, hoping that he won't care to maul you? Or actually joining forces with the other people of the village to find a solution to prevent the bear from attacking you or someone else in the village?

the allegory is from the point of view of the person, whatever the reasons of the bear for acting how it does, the people really just want to not be the next one mauled, since they learned by seeing the other people mauled by the bear, that the bear is a threat to their safety. And safety is a pretty important priority for people.
