I thought Putin was saying Ukraine did agree to the deal but then reneged after Russia totally voluntarily withdrew from Kiev? Why does the story keep changing?

Agree and signing is different thing. They were about to sign but the Boris Johnson rushed to Ukraine on promised unlimited support from the west for Ukraine and Ukraine would win he had good reason for it his career was dying and he needed a boost. But why khohols listened to a dying politician is another question. Main question is what did khohols wanted they now admitting Russian will nuke them for Crimea so Crimea is out of their reach and west doesn't want them to enter Crimea so they had no objective reason to decline that offer but they are blaming west for it now.
Every passing day this event becomes a next Covid scam
Even now Ukrainian admitting they won't reach 1991 borders and west says the same. So logically will be push peace talk but nope they don't do it, they let things continue flowing and starting internal politicians war
