Manifest Destiny was about progress, bringing civilization to the untamed lands of the frontier. Plus, America already owned all of the land it was settling in the west. It was America's business what happens there. If you do the same thing on the territory of another established country after you conquer it, it isn't Manifest Destiny, but pure imperialism. Nobody says what Napoleon did was Manifest Destiny and definitely not what Stalin was doing.
The russians still think of everything the union touched as their land and they are extremely hesitant to let go of that thought.
