The US isnt really against ukraine attacking russia, theyre against ukraine using US supplied advanced weapons to attack russia.
We're giving then long range ballistic missiles which is not really a thing anyone has done in a proxy war. It doesnt look good if you start launching salvos of them at russian cities.
Ukraine is working on their own missiles too, so if they want to attack russian cities with those go for it.
