Most rational thing for Russia is to force civilians to just leave Kharkiv and then freely bomb it, it would make Ukrainian movement on the front a lot harder. Ukraine can't let Russia take Kharkiv so they will invest a lot in defending it so rushing won't work

I don't contest the fact that they came out of it in better shape than the Iranians but you'd have to be seriously dishonest to suggest Iraq was in prime fighting condition after the a bloody 8 year long war.
