Well it's fancy way to say so much money went to 2 weeks in 2022 that we don't want to touch it and we are giving a ultimatum that won't be fulfilled.

So how many does Ukraine has ?

And Germany now can't literally give Ukraine 7 patriot systems, 6 yes but not 7 and Parliament want 7. So most realistic assumptions, Parliament wants to burying the 2022 budget revision because it's very safe to assume that there was tons of shady deals.

Or EU wants to steal patriot systems from US bases storages but EU soldiers ain't black, they can't expect to enter burgers gov storages without consequences.
