Germany wasn't seen as helping Russia during their war with Japan, it was seen as a massive betrayal since Kaiser Wilhelm had personally lobbied Nicholas to take a hard-line stance against Japan and then when push came to shove he not only refused to help Russia out but told Baltic Germans that if the war descended into a full-blown socialist revolution Germany would take the opportunity to invade.
Russia and Germany had been on bad terms for a few decades, pretty much the moment they decided to side with Austria, by the time WWI started.

Russian basically quit ww1 and that because they had intra problems. Russian monarchy became weak and after defeat in Japanese war, Russia was put under sanctions by France.
