How would it work? They are already at war, so I assume rule 5 or whatever it's called does not apply, or if it does why tf would anyone vote yes.
Will this increase the aid it can receive? They already are getting everything many NATO countries can throw at them anyway.

Yeah, I assume it's a symbolic 'the west stands with you' gesture. People on the internet still struggle with the fact that NATO isn't helping Ukraine with the same fervour they would help a fellow NATO country

General rule of thumb is that accession to NATO requires any major outstanding territorial disputes to be resolved, and ending the war doesn't equate to that outcome. Unless Ukraine specifically renounces their claims on their own 'lost' territory, then they will forever have themselves stuck in this limbo
Russia's goals in Ukraine have shifted markedly ( especially after hostemel ), but a major aim has always been to restrict Ukraine's potential entry into NATO and Russia initiating a frozen conflict with them achieves that, theoretically.
