It was like that from beginning.
Rus was founded by Rurik, who created the Rurikid Dynasty that ruled the Kievan Rus.
His origin is generally believed to be from Scandinavia where his occupation was a viking chieftain.
However, Rurik was neither Aryan, Slavic or Indo-European. His dominant haplogroup based on studies on ancestral DNA was N1c.
This makes him Eurasian actually (as was case with many western Russians at the time anyways.) And the language he spoke was probably a branch of Uralic languages like Hungarian, Estonian, Finnish.
So the founder of Russia was neither Slav, nor white, and Russia originally was not a Slavic country to begin with but became dominantly so over time.

Actually it's a misconception that Vikings were Germanic/Norse. Many of Vangarians were also Estonian, Finnish, Karelian. We know Karelians Vangarians sacked the largest Swedish settlements multiple times over in their raids for example.
Even in legends, if you read the earliest prose in Poetic Eddas, it's talks about Kvenland and Finland, not Sweden.
