Was pretty dumb and ridiculous and cheap to kill off such a big character (and also woke too if that bothers you)...though I suppose the whole controversy would've been more muted had Kevin Conroy not tragically passed away after recording for this game...

Arkham is sort of a composite Batman universe, it depends a lot on preexisting canon while technically being its own thing.
The secret ending of Arkham Knight implied Batman could have survived, and iirc this game provides some contrived backstory to smooth it over. But yeah, I don't think it was originally planned to be the same timeline.
