Homeless don't look for homes, and new residential demand is filled by people from out of town. Normally they cause the parks to be overrun and the homeless will commit crimes against each other, leading to your police having to spend all their time at the parks and ignore other crime in your city.

This isn't a bug, this is the Portland update.

Unironically and sincerely this 'bug' seems like it accurately simulates the US homeless population, I'm still having trouble wrapping my head around this entire situation and what it says about life.
