The things that I am currently aware of:
1. Character graphics better than RDR 2
2. More diversity of bodies
3. More population density in game
4. Largest map so far for a rockstar game
5. Better character physics
6. Better environments
7. Better AI
8. Better ragdoll physics
9. More alive environment
10. More accessible buildings
If they could make the entire map fully accessible including the buildings then I think Its worth the 2 billion dollar budget.

probably make you play a minigame to reload your magazines with loose ammo and have to stop and play a minigame to get gas every 5 minutes of driving or some bullshit
