Even as far back as MoHAA, I think they deliberately downplayed any Nazi insignia or mentioning Hitler because it had multiplayer mode and players could play as both sides in servers. (I think there was... one Nazi flag in the entire game?)

How paradox dlcs work. They pick central nation and build dlc around it. These dlc change stuff and add stuff.
Last crusader king dlc added stuff for byzantine empire. Last EU dlc added more stuff for byzantine. Both beocuse byzantine empire is popular nation. But byzantine has been in both games and playeable. They just change how its played or add stuff.
With this dlc. They changed how nazi germany plays. You have been abel to play it since day one. Now its just different.
