I think there should be resilience training, but like you slowly escalate it over time and as each layer taps out you assign them less and less sissy hypno positions in the military.
If you tap out at the beginning straight to military janitor. After one month of escalation tap out straight to the backend supply depot. By the end of the 6 months of training and escalation you get your proper ww2 styled screaming in your face sargeants trying to purposefully bully you to death. You make it through that without flinching straight to delta force equivalent.

Problem there is that it would require a fairly long return of service across the board, which would be a major turnoff. Also there are many technical roles that you need to the aptitude for, and can take several years to train, often with high wash out rates. They need to realise that dropping standards won't fricking help, as those people will just go on to fail their corps training, as that cannot be adjusted for cuddles platoon. They need to run like an entry program or extend the length of basic.
