A lot of this already exists piecemeal. Programs exist for power reimbursement on some scale, and food banks and thrift stores are also effective social programs. Medicare also exists for the truly poor. And you get free internet at the library. It works acceptably well for motivated poors, people who are truly unfortunate but still are motivated to take care of themselves.
The key is you have to actually go and get these things instead of being a pathetic shut in helpless fat gay r-slur. They want it all brought to them.

Poors stack three families to a double wide. Rental property so they never clean. Only one or two work, the rest just sit around eating smoking and pooping, all day every day. Seven or eight people smoking indoors 24/7 really shits the place up.
The trash is really easy to explain. They exclusively eat packaged goyslop. Storebought or fastfood, there's as much packaging as there is food. And there's eight of them eating 4,000 calories of it a day. There's so much trash produced they'd need to take out the trash on a daily basis. but they're all too lazy so once the trash fills up it goes on the floor.
Then you add the animals. Always multiple dogs, maybe a couple cats. Constantly pissing and pooping all over the place. Slob lifestyle means roaches and mice, which also shit all over the place.
You wouldn't believe how these "people" live. Helping gut a couple family rental properties as a teenager really solidified my hatred of poors.
